Do retailers pay for the transport costs of goods to their warehouse or is this a cost to the manufacturer?

I think it depends on the agreement you have with the retailer . Normaly they expect you to include delivery. The thing is, the orders need to be big enough to warent this, so set a minimum order to qualify for free delivery.
